We shall have to get Treasury approval for the creation of this new post, but if it is to be filled by a seconded officer we must wait until a candidate is in view in order to be able to tell the Treasury what expenditure will be involved.

I understand that the Secretary of State has asked what is the position in regard to this appointment.

You sent on to me this morning a note from Sir Thomas Lloyd saying that the Secretary of State wishes to know how the matter of a Political Adviser in Hong Kong now stands.

You will see from No. 22A on this file that I informed Mr. E.R. Edmunds of the position as it stood on the 4th February. I have since received from Mr. Kitson of the Foreign Ofiice a letter dated the 7th February at No. 25 promising to let me know as soon as the Foreign Ofrice are in a position to make recommendations for this post. I had already written to Mr. Kitson on the 5th February (23) saying inter alia that the Secretary of State was personally interested in this appointment which he regarded as one of major importance calling for a first class man and that we hoped that the Foreign Oflice would be able to propose a name or names to us in the very near future.
